The Ministry of Foreign Affairs and European Integration of Montenegro in cooperation with the Capacity Development Programme (CDP), the UNDP office in Montenegro and supported by the Ministry of Foreign Affairs of the Kingdom of Norway, organized the fourth Summer School for Young Diplomats "Gavro Vuković" that took place from 5 -11 July 2011.
As in previous years, the formal opening of the Summer School was held in Gavro Vuković’ Memorial House in Berane, while the closing ceremony took place in Villa "Gorica" in Podgorica. Other program activities of the Summer School were implemented in Kolašin.
At the opening ceremony in the Memorial House of the founder of modern Montenegrin diplomacy the Duke Gavro Vuković, the present young diplomats from around the world were addressed by:

Dear participants of the Montenegrin Diplomatic Summer School, Excellencies, Ladies and Gentlemen,
Yet, it seems most appropriate to address you with: dear colleagues. I'm quite sure that many of you are future high standing diplomats, ambassadors, decision makers, heads of diplomatic missions ... and that your participation in the project of the Montenegrin diplomatic school will be one of the entries in your rich backgrounds. I believe that the acquaintances, contacts and personal friendships you make here will above all contribute to the wellbeing of your countries. Moreover, they will also be an important contribution to building happier, common European future of the region, which hardly can be said to have been a favorite of history. Thus you are building a better more righteous world. New times bring new challenges, demanding new people who are capable of finding new answers. I'm sure that each one of you sees yourself and your role in these new processes.
I am very pleased to have the opportunity to greet Excellencies Minister Roćen and Mayor of Berane Mr. Golubović and the hosting team, respected guests and a great number of young diplomats from more than 40 different countries.
It is also a true pleasure for me to see that this summer school, with four years of history, is now what we can rightly call a tradition. This is thanks to the efforts of the Ministry of Foreign Affairs and European Integration and the Capacity Development Programme in bringing together young diplomats from all over the world.
Active networking and strategic communication is essential in diplomatic affairs, particularly nowadays, when diplomacy is an ever-changing practice dependant on metamorphoses in international community. This kind of networking I believe you will find right here during the week ahead of you. Together you will discover the North of Montenegro, but you’ll also be able to discuss regional and global diplomatic challenges, to learn about each others’ countries and cultures and to explore ways to further promote mutual trust and tolerance.

It gives me great pleasure to welcome you as participants in the diplomatic school named after one of the greats of Berane, of this region and the whole of Montenegro, the Duke Gavro Vuković.
Your Excellencies, dear students, ladies and gentlemen
It is my pleasure to welcome you on behalf of the host town, and I’m honored for having held again this prestigious, now traditional fourth Summer Diplomatic School - Gavro Vuković.
It is an honor and pleasure to be here today with young diplomats from 35 countries, especially at the opening in Berane, from which one of the most famous people of this region and former Montenegro – the Duke Gavro Vuković originated and set out in space and time.
Serious and gentle, dignified at all times, working tirelessly to achieve state and national interests of Montenegro, Gavro Vuković understood the dictation of his time and was able to see broader and more far-reaching.
Famous diplomat and writer of three-volume memoirs, wisely led foreign policy of Montenegro, and was persistent and hardworking architect of international upsurge and the reputation of his country, its identity and the world recognition in the late 19th and early 20th centuries.
Gavro Vuković - Foreign affairs minister of the Principality of Montenegro, the political thinker and statesman, built himself into the foundations of the Montenegrin statehood, becoming worth of mentioning his name with pride.
While thanking the Ministry of Foreign Affairs and European Integration, the teams in Berane and Kolasin for their great partnership in this year’s Summer School, and the Government of Norway for funding it - I want also to thank young diplomats for their active participation and interaction, as well as to the eminent lecturers. Without them the success of the School would not be possible.
I was very pleased to have the opportunity to follow some of the sessions closely, and i would like to tell you that I was impressed with the active participation of the participants, who brought up and openly discussed various perspectives on the presented topics, particularly the process of Euro and Euro-Atlantic Integrations. It was clear how the same question can take on different meanings for participants from different countries – and I expect that the different perspectives you each put forward will have enriched your understandings considerably. It gives us all an insight into the real workings of diplomacy in a changing environment.
