Montenegro and the United Nations Children's Fund (UNICEF)

UNICEF has been active in Montenegro since 1993, with a short break from 1997-1998. Mandate of UNICEF in Montenegro is to provide assistance and support to the Government of Montenegro and relevant non-governmental organizations in the area of protection and promotion of children’s rights. UNICEF Office mobilizes political forces and funds in order to raise awareness on the necessity of creating a safe environment in which children can fully enjoy their rights and actively participate in all social areas.

Basic Cooperation Agreement (BCA) between Montenegro’s Government and UNICEF was signed on 15 December, 2006. Agreement presents a basis for interpretation and implementation of Cooperation Agreement and relevant Action Plan for implementation of projects and objectives for cooperation. UNICEF Program for Montenegro, for the period 2007-2009 was adopted on the 2nd session of the UNICEF Executive Board, in New York, 2-6 September 2006. Country Programme Action Plan between Government of Montenegro and UNICEF was signed by Minister Milan Roćen and Head of the UNICEF office in Montenegro, Nola Skinner, on 10 September 2008.

In cooperation with UNICEF Office in Montenegro, Ministry of Foreign Affairs coordinates activities of line ministries and other state institutions in promotion and protection of children rights in accordance with the CPAP for 2007-2009. To this end, two meetings of CPAP team, which was formed in December 2007, are held annually. In 2008, two Team meetings were held (March 10 and December 8), where accomplished results and plans for preparation of cooperation program for the period 2010-2011 were analyzed through presentation and preparation of relevant bodies.
