As the 179th country Montenegro became a full member of the International Labour Organization on 14th July 2006. After the status was formalized, the competent Ministry of Health, Labour and Social Welfare commenced with defining of priorities in the area of cooperation with this Organization. For that purpose the Ministry, in cooperation with ILO experts, organized the seminar with the topic "Accessing of Montenegro to conventions of the International Labour Organization ", which was held in Podgorica in May 2007. At the given meeting the modals of accessing to the body of instruments from the area of international labour law were discussed. Out of the current 185 conventions of ILO, the former State Union of Serbia and Montenegro ratified 69, whereby in meanwhile some were withdrawn or rescinded. Taking into consideration the past practice and experiences from previous membership in ILO, as well as the fact that Montenegro fully fulfilled its obligations undertaken by the membership in this international organization, the competent ministry found that Montenegro, currently as an independent country, has capacities to become a contracting party in a large number of ILO conventions. After the Ministry of Health, Labour and Social Welfare determined the final list of conventions of interest for succession accession, the Ministry of Foreign Affairs developed the succession instrument that the Minister of Health M. Radunović handed over to the Director General of ILO Juan Somavia at the occasion of the meeting held in the margins of the 96th session of International Labour Conference that took place during the period from 30 May to 15 June 2007. Also, at this occasion the minister Radunović handed over the accession instrument to the amendment to ILO Constitution from 197 which regulates the issue of abrogation of conventions which de facto are not binding, since new instruments regulating the same matter were adopted. This amendment was accessed by over 100 countries, including all EU members. Three-partite delegation of Montenegro participated in all segments of work of the International Conference.
Regional cooperation of countries of the Eastern Europe in the area of employment, in cooperation with ILO and Council of Europe, commenced five years ago through the mechanism known as "Bucharest Process". The goal of this Process is that employment policies and labour markets are given adequate place in all economic development policies. Political support to governments in the region was emphasized at the Ministerial Conference held in Sofia in October 2005. »Sofia Conclusions«, signed by participating countries and international organizations, intensified this process, particularly in the context of approximation to the system of European Employment Strategy. At the occasion when Montenegro delegation, led by the Minister of Foreign Affairs of Montenegro Milan Roćen participated at the 7th session of the Council for Human Rights, held in Geneva from 3 to 28 March 2008, Minister Roćen had a separate meeting with the director of the International Labour Organization Juan Somavia. During the meeting they organized the possibilities for realization and further expanding of the cooperation of Montenegro and International Labour Organization. Minister Roćen expressed his satisfaction with quick acceptance of Montenegro in ILO membership and proposed that its competent bodies consider the possibility of opening the International Labour Organization office in Montenegro, which would significantly facilitate the cooperation of the Government of Montenegro and this Organization and enable efficient implementation of obligations implied by ILO membership. 1) The delegation of every member country, within the International Conference consists of two government representatives, one representative of workers and one representative of employers.
