Development of relations between Montenegro and NATO – key dates

  • 29 November 2006 - NATO Riga Summit - Montenegro invited into membership of Partnership for Peace.
  • 3 December 2006 - Montenegro obtained the status of an observer in the Adriatic Charter, which was signed between Albania, Croatia, Macedonia and USA based on an initiative from the NATO Summit in Prague.
  • 14 December 2006 - Framework document of Partnership for Peace signed.
  • 28 Decembar 2006 - Council for the Partnership for Peace formed. The Prime Minister chairs the Council, and the Co-Chairmen are the Minister of Foreign Affairs and the Minister of Defence. Inter-ministerial Comission for activities of Montenegro in the Partnership for Peace was also formed.
  • 5 April 2007 - The Government adopted the Presentation document of Montenegro.
  • 25 April 2007 - Security Information Agreement signed between Montenegro and Nato. Presentation document presented in Brussels.
  • 14 June 2007 - The Government adopted the Defence Strategy.
  • 27 July 2007 - The Parliament adopted Laws on Defence and the Army.
  • September 2007 - Montenegro submitted the questionnnaire on the Planning and Review Process (PARP)
  • October 2007 - With the expert assistance of NATO Montenegro finished the development off IPP (Individual Partnership Programme).
  • 11 October 2007 - The Government adopted the Communication Strategy on Euro-Atlantic Integration of Montenegro.
  • December 2007 - Harmonization of PARP and IPP.
  • December 2007 - The Government adopted the Information on Accession of Montenegro to Individual Partnership Action Plan NATO - IPAP.
  • January 2008 - IPP of Montenegro was without objections accepted by 26 member states of NATO.
  • 11 January 2008 - Montenegro officially expressed interest for beginning the process of development of individual partnership action plan - IPAP and began the process of Intensified dialoge - ID with NATO.
  • 4 February 2008 - NATO approved the beginning of IPAP process for Montenegro.
  • February 2008 - The Parliament of Montenegro adopted the Law on Classified Information, which was very important for obtaining the certificate in order for Montenegro to have access to NATO information with a certain degree of protection.
  • 11 March 2008 - Ministers of Foreign Affairs and Defence of Montenegro presented the Presentation document IPAP at the meeting of the NATO High Political Committee at the level of Deputy Heads of Missions.
  • 31 March 2008 - PARP document was presented in Brussels, where 32 partner objectives of Montenegro were adopted.
  • 3 April 2008 - At the NATO summit in Bucharest, Montenegro was officially invited to begin the process of Intensified Dialogue with NATO.
  • April 2008 - The Government adopted the Regulation on the establishment of the Directorate for Protection of Classified Information and appointed the Director. The Directorate will be located in the Ministry of Defence.
  • 28 - 31 May 2008 - Montenegro hosted the meeting of the Atlantic Policy Advisory Group of the Euro-Atlantic Partnership Council.
  • 12 June 2008 - The Council for PfP adopted the Initial discussion document of Montenegro for the Intensified dialogue.
  • 19 June 2008 - The Government of Montenegro adopted the Individual Partnership Action Plan.
  • 24 June 2008 - IPAP was officially presented to NATO in Brussels.
  • 24 June 2008 - The plenary meeting for Intensified dialogue of Montenegrin representatives with the representatives of NATO was held in the NATO seat in Brussels.
  • 24 - 26 June 2008 - Montenegro hosted the seminar of the NATO Parliamentary Assembly Rose-Rot on the topic South-East Europe on the Road to European Integration.
  • 3 July 2008 - The Government adopted the Information on Progress of Montenegro in the Partnership for Peace.
  • December 10, 2008 – The Final meeting for the coordination of Individual Partnership Programme (IPP) held in Brussels
  • December 18, 2008 – The Government adopted the Law on the Military and the Law on Defence, both in accordance with the Constitution
  • December 18, 2008 – The Parliament adopted the Strategy of Defence
  • December 18, 2008 – The Government adopted the Report on the Implementation of the Individual Partnership Action Plan (IPAP)
  • January 20, 2009 – Meeting of the Intensified Dialogue (ID) on the Implementation of the Communication Strategy for Euro-Atlantic Integration
  • January 27, 2009 – Two themed meetings of the ID on the security and the protection of confidential information and the meeting on legal matters
  • January 26-29, 2009 – Visit by an expert team of NATO for the purpose of evaluation of the realisation of IPAP
  • March 9, 2009 – Meeting of the North Atlantic Council and Montenegro. Delegation of Montenegro headed by the Prime Minister. The meeting resulted in positive assessment of the activities realised under the IPAP and the ID
  • April 2009 – In the closing declaration of the recent NATO Summit in Strasbourg and Kehl, strong support was given to Montenegro and the message was communicated that the Allies will soon discuss Montenegro's request for the Membership Action Plan (MAP)
  • May 8, 2009 – Delegation of Montenegro headed by Minister of Foreign Affairs Milan Roćen took part for the first time as a full-fledged member at the meeting of the MFAs of the Adriatic Charter in Tirana on May 8, 2009
  • November 26-27, 2009 – Secretary-General of NATO Anders Fogh Rasmussen visited Montenegro and on that occasion met with Montenegrin officials
  • December 4, 2009 – At the meeting of the Ministers of Foreign Affairs of the Alliance in Brussels Montenegro admitted to the MAP
  • December 29, 2009 – The Parliament reached a decision on the involvement of the representatives of the Army of Montenegro in the ISAF Mission in Liberia (UNMIL) and the waters of Somalia (ATALANTA – within the EU mission). Montenegro sent to the ISAF mission, within the Hungarian contingent under regional command of Germany, 25 members of the Army of Montenegro infantry squad, 3 members of the medical team, 2 headquarters officers and 1 logistics officers
  • March 1-5, 2010 – Expert team of NATO visited Podgorica and undertook the second annual evaluation of the realisation of IPAP
  • June 16, 2010 – Meeting of Montenegro and the North Atlantic Council (NAC) on the occasion of the termination of the biennial cycle of the Individual Partnership Action Plan (IPAP) held in Brussels. This meeting closed the implementation of IPAP with a positive assessment by NATO.
  • June 2010 – The Government adopted the Strategic Defence Overview, key document in the defence sector, in accordance with the new package of Partnership Goals
  • July 20, 2010 – Minister Roćen, as a representative of a contributor country to the ISAF mission, took part on the invitation of the Minister of Foreign Affairs of Afghanistan in the International Conference on Afghanistan held in Kabul, Afghanistan
  • September 16, 2010 – The Government adopted the first Annual National Programme (ANP) under the first cycle of MAP
  • October 21-22, 2010 – The representatives of the South East Europe Security Cooperation Steering Group (SEEGROUP) were in a study visit to Montenegro, where they met with the representative of the Ministry of Foreign Affairs and the Ministry of Defence and visited the Regional Centre for Training of Helicopter Pilots in Golubovci.
  • October 28, 2010 – The first ANP presented at the NAC meeting in Brussels, after which Montenegro commenced the first cycle of the implementation of MAP.
  • 14 - 18 March 2011. Montenegro was visited by the NATO expert team to assess the activities of the implementation of commitments from the first ANP, during which representatives of relevant ministries and other state officials presented the track record of Montenegro within the MAP.
  • 24th February 2011. adopted Report on the Implementation of the first Annual National Programme (ANP).
  • 13-15. April 2011. Minister of Foreign Affairs and European Integration Milan Roćen participated at the informal meeting of the NAC with non-NATO contributors to the ministerial meeting, held in Berlin.
  •  12-13. May 2011. Podgorica was visited by six ambassadors of NATO member (the ambassadors of Italy, Spain, Bulgaria, Holland, Poland, Slovenia), as part of an initiative that aims to NATO member countries to get acquainted with the progress that Montenegro achieved in the process of Euro-Atlantic integration.
  • 27th June 2011. in Brussels was held a meeting of the NAC + 1 (the North Atlantic Council and Montenegro), which was evaluated the Report on the Implementation of the first Annual National Programme (ANP) of Montenegro within the MAP cycle. The delegation was headed by Montenegrin Minister of Foreign Affairs and European Integration M. Roćen and Minister of Defense B. Vučinić.
  •  29th June 2011. within th Montenegrin presidency of the US-Adriatic Charter (A5), in Budva was organized Annual Ministerial meeting of the A5 which is next to the member states (Albania, Bosnia and Herzegovina, Croatia, Macedonia and the USA) and observer countries (Slovenia and Kosovo) attended by Secretary General of NATO Anders Fogh Rasmussen.
  • 29th September 2011. The Government of Montenegro was addopted the Second Annual National Plan (ANP) within the MAP process.  18th October 2011. in Brussels was presented Second Annual National Program (ANP). The delegation of Montenegro headed by State Secretary for Political Affairs at the Ministry of Foreign Affairs and European Integration, Ambassador Nebojša Kaluđerović. With the presentation of the ANP was officially launched the second cycle of the MAP process.
