Development of relations between Montenegro and EU – key dates

  • June 2003 - Thessaloniki Summit. The Thessaloniki agenda envisaged the Stabilization and Association Process as a new approach for accession of Western Balkan countries to the European Union.

  • July 2003 - Enhanced Permanent Dialogue replaced the previous format of the Advisory Work Group.

  • June 2004 - Decision of EU Council on European Partnership for Serbia and Montenegro, supplemented in January 2006.

  • October 2004 - Council conclusions on the double track.

  • April 2005 - European Commission adopts the Feasibility Report according to which Serbia and Montenegro are ready to start negotiations for concluding the Stabilization and Association Agreement (SAA) with EU.

  • October 2005 - Negotiations on SAA with Serbia and Montenegro started.

  • 3 May 2006 - Negotiations with Serbia and Montenegro interrupted due to failure to fulfil the conditions on cooperation with the International Criminal Tribunal for the Former Yugoslavia.

  • 21 May 2006 - Independence of Montenegro was voted for at the referendum.

  • 3 June 2006 - Parliament proclaimed independence of Montenegro.

  • 12 June 2006 - EU Council made a decision on further cooperation with Montenegro as an independent state. European Commission asked for a new mandate for beginnig separate negotiations in relation to the Stabilization and Association Agreement (SAA).

  • 24 July 2006 - EU Council approved the mandate for beginning negotiations on Stabilization and Association Agreement with Montenegro.

  • 24 July 2006 - The first meeting of Enhanced Permanent Dialogue (EPD) with Montenegro was held in Podgorica.

  • 26 September 2006 - Negotiations on SAA with Montenegro began: The first official round and the First  round of technical negotiations.

  • 1 December 2006 - Technical part of negotiations on SAA finished.

  • 15 March 2007 - SAA with EU initiated in Podgorica.

  • April 2007 - Second meeting of the Enhanced Permanent Dialogue with EU.

  • Septemer 2007 - Visa Facilitation and Readmission Agreement signed in Brussels.

  • 15 October 2007 - SAA signed between Montenegro and EU in Luxemburg.

  • 13 November 2007 - Agreement, in the form of a letter, on temporary application of the Protocol VIII of the Stabilization and Association Agreement signed in Brussels.

  • 13 November 2007 - Parliament of Montenegro unanimously confirmed the SAA and Interim Agreement on Trade and Trade-related matters between EC and Montenegro.

  • 26 November 2007 - Third meeting of the Enhanced Permanent Dialogue with EU.

  • 13 December 2007 - Agreement on EU Reforms adopted and signed at the European Council in Lisbon.

  • 1 January 2008 - Interim Agreement came into force, as well as Visa Facilitation and Readmission Agreement.

  • 21 January 2008 - The process of gradual liberalization of visa regime with Montenegro  has started.

  • 22 January 2008 - The constitutive session of the Interim Committee for Implementation and Enforcement of Interim Agreement was held in Brussels.

  • 19 March 2008 - The Parliament of Montenegro adopted the decision on estabilshment of the National Council for European Integration.

  • 28 May 2008 - Pierre Mirel, Director of the Directorate for WB presented to  Minister of Foreign Affairs Milan Roćen the Roadmap for visa regime liberalization with the EU.

  • 5 June 2008 - Government of Montenegro adopted the National Programme for Integration.
  • 31 July 2008 - Parliament of Montenegro delegated the members of the National Council for European Integration.

  • 5 November  2008 - European Commission delivered the report of Montenegrin progress in 2008

  • 15 December  2008 - Montenegro submitted application for EU membership

  • 23 April 2009 - The Council of the EU invited the European Commission to submit its opinion on Montenegro's application
