Ministry of Foreign Affairs of the Republic of Montenegro
A G R E E M E N T O N E S T A B L I S H M E N T of T H E D I P L O M A T I C A C A D E M Y
I GENERAL PROVISIONS Article 1
The Ministry of Foreign Affairs of the Republic of Montenegro and the Faculty of Law in Podgorica shall establish the Diplomatic Academy 'Gavro Vuković' (hereinafter referred to as "the Academy") as a specialist course within the postgraduate programme at the Faculty of Law in Podgorica.
The Academy shall be established with a view to educating the existing diplomatic staff employed in the Ministry of Foreign Affairs of the Republic of Montenegro and potential diplomatic staff in other state bodies and related institutions dealing with tasks of international cooperation.
The seat of the Academy shall be in Podgorica.
The academy shall perform the following tasks and duties: • offering professional development to the existing and potential diplomatic staff of the Ministry of Foreign Affairs of the Republic of Montenegro and other state bodies dealing with tasks of international cooperation;
III MANAGEMENT Article 4
The Academy shall be managed by the Council. The Council of the Academy shall be comprised of four members, two members from the Ministry of Foreign Affairs of the Republic of Montenegro and the Faculty of Law in Podgorica respectively. The members of the Council shall be appointed to a two-year term, with the possibility of reappointment.
Members of the Council representing the Ministry of Foreign Affairs of the Republic of Montenegro shall be appointed by the Minister. Members of the Council representing the Faculty of Law shall be appointed by the Council of the Faculty of Law on the advice of the Dean.
The Council of the Academy shall appoint the Director and the Secretary of the Academy. The Secretary of the Academy shall attend to the implementation of the Council's decisions. The Director and the Secretary of the Academy shall be appointed to a two-year term, with the possibility of reappointment.
- adopt the Statute and other rules of the Academy;
- adopt the Rules of Procedure of the Council; - adopt the Curriculum of the Academy; - determine the composition of the teaching staff, announce competition, determine the number of students and conditions for their selection and specify the timeframe for the delivery of the specialist course; - adopt the financial plan and final account; - submit annual reports on the realization of activities of the Academy to the Ministry of Foreign Affairs of the Republic of Montenegro and the management of the Faculty of Law in Podgorica; - make decisions on establishing cooperation with relevant national or foreign institutions; - perform other tasks defined by the Statute and other rules of the Academy, in accordance with this Agreement.
When the need arises, the Council may set up standing and temporary working bodies, such as: commissions, editorial boards, working groups and other forms of operation aimed at performing tasks and duties for which the Academy was established. The mode of operation of the Council and other bodies of the Academy shall be specified by the Statute and the Rules of Procedure, in accordance with this Agreement.
IV FINANCIAL AND MATERIAL MEANS
Financial means for the realization of the Curriculum of the Academy shall be planned and provided from within the budgetary means of the Ministry of Foreign Affairs of the Republic of Montenegro.
Article 10 This Agreement shall come into force on the date of its signature.
