I GENERAL PROVISIONS

Article 2

The seat of the Academy shall be in Podgorica.

II TASKS AND DUTIES

Article 3

The academy shall perform the following tasks and duties:

• offering professional development to the existing and potential diplomatic staff of the Ministry of Foreign Affairs of the Republic of Montenegro and other state bodies dealing with tasks of international cooperation;
• exploring diplomatic skills and other forms of professional upgrading, including the provision of foreign language instruction;
• organizing professional gatherings, round tables, seminars and other events aimed at exchanging opinions on topical issues in the area of international relations;
• preparing diplomats and other staff for work in diplomatic missions and consular offices;
• gathering literary and archival material necessary for the work of the Academy, organizing publishing activity of relevance for the area of diplomacy (publications, collections of works, etc.);
• establishing and reinforcing cooperation with related national or foreign institutions of importance for improving the work of the Academy.

III MANAGEMENT

The Academy shall be managed by the Council.

The Council of the Academy shall be comprised of four members, two members from the Ministry of Foreign Affairs of the Republic of Montenegro and the Faculty of Law in Podgorica respectively.

The members of the Council shall be appointed to a two-year term, with the possibility of reappointment.

Article 5

Members of the Council representing the Ministry of Foreign Affairs of the Republic of Montenegro shall be appointed by the Minister.

Members of the Council representing the Faculty of Law shall be appointed by the Council of the Faculty of Law on the advice of the Dean.

Sessions of the Council of the Academy shall be attended by the Minister of Foreign Affairs of the Republic of Montenegro, Dean of the Faculty of Law and Postgraduate Programme Manager at the Faculty of Law in Podgorica.

Article 6

The Council of the Academy shall appoint the Director and the Secretary of the Academy.

The Secretary of the Academy shall attend to the implementation of the Council's decisions.

The Director and the Secretary of the Academy shall be appointed to a two-year term, with the possibility of reappointment.

When the need arises, the Council may set up standing and temporary working bodies, such as: commissions, editorial boards, working groups and other forms of operation aimed at performing tasks and duties for which the Academy was established.

The mode of operation of the Council and other bodies of the Academy shall be specified by the Statute and the Rules of Procedure, in accordance with this Agreement.

IV FINANCIAL AND MATERIAL MEANS

Article 9

Financial means for the realization of the Curriculum of the Academy shall be planned and provided from within the budgetary means of the Ministry of Foreign Affairs of the Republic of Montenegro.

Space and technical conditions for work of the Academy shall be provided by the Faculty of Law in Podgorica.

The mode of operation and financing shall be specified by the Statute of the Academy.

V TRANSITIONAL AND FINAL PROVISIONS

Article 10

This Agreement shall come into force on the date of its signature.
